New Safety Book
Amendment of the Viennese Building Code in 2023
Since the amendment of the building code in 2023 there have been new requirements for safety books also concerning existing buildings. The legal obligation also concerns the owners of old buildings with a year of construction before 1945.
What does that specifically mean?
The new law requires that a safety book is prepared for all old buildings and the latter are registered in a specifically created safety book database. This is gradually implemented:
- By 31 December 2027 buildings erected before 1 January 1919 must have a safety book.
- For buildings erected between 1 January 1919 and 1 January 1945 there is a later deadline: 31 December 2030.
What must be included in the safety book?
The safety book shall ensure that all structural elements whose condition could represent a hazard to the safety and health of persons are regularly documented and checked. What is especially relevant are structures, facades, roofs, guardrails and balustrades. The registration of these elements is very important to be able to detect and remedy risks and hazards at an early stage and to define appropriate checking intervals.
A decisive issue of the amendment is the first examination of all structural elements by an external specialist. Here FCP comes into play: according to the law this examination may be performed by state-authorized and sworn consulting engineers, legally sworn experts or other authorized persons who act independently of the owners.
